Rules of engagement

It is practice so heinous that the Israeli Supreme Court has declared it illegal and the Israeli Defence Force has outlawed its use. However there are now accusations that the IDF has used Palestinian children as young as 11 as human shields during operations in the illegally occupied territories. As is usual in such circumstances the Israeli forces has promised a thorough whitewash, I mean "thorough inquiry", into the affair.
