Consitency of thought in the Keystone State

Quite sensibly Pennsylvania state law requires all motor vehicle occupants to wear a seat belt whilst the vehicle is in operation. Not so sensibly it is legal in the state to ride a motorcycle without wearing a helmet and it is likely to remain that way despite there being a handful of legislators who are capable of logical thought.

I'll bet that a motorcyclist who disdains protecting his brain who is in an accident can still sue for head injuries. It's just a guess but...
