That is the "explanation" being offered by US officials for the rather obvious conflict between Republic of Korea President Roh Moo-hyun and American President Captain Codpiece. Roh wanted to hear an explicit statement from Bush about the American position on finally ending the Korean War; no peace treaty has ever been agreed or signed. I think that Bush was just upset because he'd only just found out that he had a third war at his disposal and he had arranged a surge yet. At least he shouldn't be able to make the argument, like he did about Vietnam, that the US ended the war too early.
