If we can't have a straight up popular vote, and why the hell shouldn't we, then apportioning the electoral college votes based on the split in a state's votes is probably the next best thing. However it cannot, I repeat, CANNOT, be done piecemeal no matter how much a bunch of Swiftboating California Republicans try to convince us that it can.
