For introducing legislation to explicitly ban waterboarding; not that such legislation is actually needed based on America's ratification of several international treaties but then Captain Codpiece isn't a quick study is he? Should either of these measures pass, an occurrence I believe unlucky, Bush will either veto it or come up with one of those extra-constitutional "signing statements" which will say he doesn't have to abide by the law. But it is the thought that counts.
