In testimony before Congress about the draconian rate hikes that will hit the publishers of low circulation periodicals the chairman of the United States Postal Service's Board of Governors, one James Miller, was remarkably blasé about the fate of these publications at one point he referred to the possibility that many of these magazines and newspapers will probably have to shut down as a "win-win" situation. However since these periodicals generally don't have highly paid contractors on K Street defending their position the battle is lost. Perhaps we'll get lucky the National Review will fold.
