It only works if they abstain

Following on from other successful programmes brought to you by the US Federal government which have eliminated teenage drinking and teenage drug use by encouraging the young folks to abstain from such behaviour we learn that hundreds of millions of US taxpayer money spent on abstinence only sex mis-education has been an overwhelming success or just an utter waste of money as the case may be.
