Do cannon fodder really need a high school diploma?

Let's certainly hope not as the US military continues to get fewer and fewer high school graduates and fails to meet its own ridiculously low target of 90% graduates. Last year they only managed 71%. 71%!

Perhaps this explains why Captain Codpiece never (really) served; what will all those fancy degrees he has.
