What's the difference between "not asking" and "not telling"?

I can't tell which of those caused the Pentagon to resist allowing the partner of US Representative Tammy Baldwin (D - WI) onto a military flight for a fact finding trip to Europe. The House speaker had to intervene with the Defense Secretary to allow Ms. Azar to travel.
