"Just one more fix please!"

One of the premises of the Peak Oil theory is that as non-Opec energy reserves decline the world, and the west in particular, becomes ever more dependent on the OPEC countries and these countries gain ever greater power. Is this starting to happen already as, amid fears that oil prices could approach 95 USD a barrel this year, the west is putting greater pressure on mid-east OPEC members to up production and protect us from ourselves.
