A woman in Spokane WA complained to the local police about a naked man who was driving a van around her neighbourhood and masturbating. The police subsequently arrested a (naked) man who was at the wheel of a vehicle that belonged to a female Spokane police officer. The officer had left the van at a dealer for "servicing" earlier in the day.
