"The United States does not and will not torture. Torture is a violation of American and international law. Water boarding is torture. Under my administration all forms of torture will be outlawed and violators prosecuted. In response to any absurd hypothetical questions involving ticking bombs and a suspect who-we-know-knows-how-to-stop-the-bomb-but-won't-tell-us I say that should such an improbable situation arise I will make the decision to violate the law to question this suspect and I will bear the legal and moral responsibility for this decision.
