One question and one question only

Don't you think that there ought to be some means by which the state could prevent someone who forgets she is carrying a loaded, deadly weapon in a public place from owning or carrying just such a deadly weapon? To quote 63 year old Mary Ann Richardson (she's from Pennsylvania to my shame):

"I forget a lot of things. That might sound silly and stupid, but I did not remember that the pistol was down there."
