The Decider (TM) is set to embark on a tour of Latin America in a undoubtedly futile attempt to increase US influence in the region following the election of several centre-left governments in recent years, including that of the reviled Hugo Chavez in Venezuela. Even though Caracas isn't on Arbusto's itinerary he is likely to find that he isn't much loved anywhere.
