I confess that I do not always interpret legal documents in a manner consist with the way that legal professionals do but one would be very hard pressed to convince me that building a new generation of hydrogen bombs is not a violation of the United States' obligations under the Nuclear Non-Proliferation Treaty. To wit Article VI:
Each of the Parties to the Treaty undertakes to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament, and on a Treaty on general and complete disarmament under strict and effective international control.
The United States ratified the treaty in 1970. Surely after 37 years it would not be unreasonable to think that this is not a measure towards "general and complete disarmament".
