Bournemouth council has apologised over an election pack that it had issued that indicated that "'lunatics and idiots' and 'deaf and dumb persons' were disqualified from standing". Fair enough I thought. It was a bad idea and should never have been put forward. Then I thought "what if". What if indeed. What if there had been such a rule in America in 2000. Who would be in the White House now and would Al Gore ever have won an Oscar?
