To build a treaty

Arms control experts are attempting to draw up a new arms control treaty that would ban the production of matériel for the production of nuclear weapons. The US has already drawn up a similar treaty, without any verification measures, but the proposed document farther than the US envisions and includes restrictions on current nuclear powers as well as all other countries.

The real question is, should the treaty get that far, will the US refuse to sign it or will it sign it and then simply ignore it?
