If these allegations about the head of the Department of Housing and Urban Development, Alphonso Jackson, are true it would certainly seem so. Mr. Jackson is accused of putting undo pressure on the City of Philadelphia to turn over public property to his mate, Kenny Gamble, at a significant discount. When the city failed to do so they were threatened with retaliatory action by HUD. Mr. Jackson is already the subject of an investigation by both the Inspector General of HUD and the US Justice Department for favouritism and interference. Captain Codpiece better get that pardon pen ready!
