It may not seem like it ought to be the highest priority at the moment but the Protocol on Explosive Remnants of War has just gone into effect now that it has been ratified by twenty signatory states. The US is not one of them but Bush has sent it to the Senate for ratification. They should do so.
The Protocol requires signatory parties to do the equivalent of "pack it in - pack it out" when they go to war, i.e. clean up after themselves.
