It has been over five years since the terror attacks on New York and Washington that launched the Decider's (TM) never ending "War on Terra". So, one might ask, how have the 5 billion USD given to public health departments for security defences made America a safer place. The answer would appear to be not in any visible way other than to reduce the number of benchmarks to measure a state's readiness from over 100 to 23.
