The US Federal Bureau of Investigation was aware for nearly two years that it was violating its own rules and in all probability was also violating the law in its programme that obtained the telephone and financial records of US citizens via the use of so-called "national security letters" thereby avoiding the need to obtain a court order. Bassem Youssef, head of the FBI's Communications Analysis Unit, made officials aware of the problems when he took the position in 2005 but no action was taken to correct the problems. It is a good thing that Mr. Youssef doesn't serve "at the pleasure of the President" or he would have been unemployed long ago.
