Funding for the Smithsonian Institution in Washington continues to decline but that doesn't seem to cramp the style of its chief executive who is sucking every red cent that he can manage to into his own pockets. Lawrence Small, who came to the national museum after a career in banking and is without museum experience or scholarly credentials, is not at all popular among his staff and several directors have resigned during his tenure.
