What is it about the Los Angeles Police Department? It seems that anytime one of their officers gets anywhere near a video camera the gloves come off so to speak. The latest videoed incident, now starring on YouTube, has led a watchdog to "call on the department to develop strict rules on when officers can use pepper spray on handcuffed suspects".
