The New Russia has 53 USD billionaires and a budget surplus of more than 100 billion USD (anyone in Washington jealous?) but conditions of the nation's poor continue to decline. Average wages have shot up in recent years but median wages have remained flat or declined. Pensions have lost ground to inflation. Oh year, don't forget that everyone, cleaners and billionaires alike, pay a flat tax of 13%.
