Why didn't they talk to Sen. McCain first?

The International Committee of the Red Cross could have saved themselves considerable embarrassment had they just had a word or two with the honourable Senator from Arizona John McCain before they issued a statement that says that conditions for civilians in Iraq are "ever-worsening". According to the ICRC hospitals and schools are crumbling and more and more Iraqis are internally displaced or in exile. After all the Senator has recently experienced an uplifting and terror-free visit to a Baghdad marketplace.
