Did the Gropenator break the law?

California Governor Arnold Schwarzenegger was in Canada yesterday. It was just a short trip but he did find time to slip into a newsagent's and buy a fine Cuban cigar. As an American citizen it is illegal for him to purchase, possess or consume any products of Cuban origin irrespective of where he is in the world. I break this law all the time - generally intentionally as a way of sending a two fingered salute to my "friends" in Washington - but then my transgressions generally aren't considered newsworthy.

On a related subject I always thought that, during the Clinton impeachment who-haw, the Republicans might have erred by not thoroughly investigating where exactly that infamous cigar might have been manufactured. Had it turned out to be a Cuban, which would have been no surprise in Washington, they would have had him dead to rights.
