NATO v NATO?

Kurds in Iraq are reporting that the Turkish military has shelled Kurdish areas in northern Iraq for a second time. The reports have not been independently confirmed but should they prove to be accurate would reflect an escalation in the conflict between Kurdish separatists who are harboured in camps in Iraq and the NATO country. Turkey has previously threatened to enter Iraq if the attacks are not curtailed. The Turkish government plans to lodge a report with the United Nations delineating its concerns and asserting its right to take action. Should they go further what happens next?
