In the areas where wildlife are affected the appropriate response is "fuck the wildlife" and that will be completely consistent with Bush administration policy. It should also be noted that Vice President "I'm a Big" Dick Cheney isn't aware that wildlife can exist except behind a fence.
As to the problems that will be experienced by the University of Texas at Brownsville we clearly need to take a leaf out of the book of our dear friend Israel. When building a security fence / concentration camp well (choose only one) build all of it on the territory of the other party and then send your army to stand behind it, bristling with weaponry, and say "what the hell you gonna do about"?
