The Nuffield Council on Bioethics has released a report that recommends that babies that are born extremely prematurely, before twenty three weeks of gestation should not be resuscitated, should be denied access to intensive care and should be allowed to die. The only exceptions should be "where parents strongly objected, even after being told of the very high risk of death or disability in these babies, and doctors agreed to provide treatment". It should be noted that there are less than 300 of such babies born each year in Britain and only about 1% of these ever leave hospital.
