I intially missed that the Bush budget intends to shift 1.3 billion USD out of funding for levee and other flood control projects in New Orleans top projects elsewhere, possibly where white people live. Existing projects in the New Orleans area are likely to come to a halt in the spring of this year unless the funding is restored.
