The attempt to rebuild Iraq after the damage inflicted by the years of Western sanctions followed by the illegal invasion by the US and its allies is now "almost impossible, if not impossible" according to Michael Bell, a Canadian who was chairman of the International Reconstruction Fund Facility for Iraq until recently. I'm sure the Decider(TM) will decide to decide to see this as a sign of "progress".
