First the Commander Guy's courageous and selfless "Global War on Terra" suffered a blow when military judges at the Guantánamo Bay Beach and Leisure Resort ruled that charges had to be dropped against the first two lucky residents who were to be tried before military tribunals as "enemy combatants" and now the Federal Fourth Circuit Court of Appeals have said that he has no right to hold someone in military custody as long as he sees fit.
