The US U.S. Fish and Wildlife Service needed to send a letter to the Weyerhaeuser Corporation, a paper and timber giant, to express some concerns as to the company's logging practices and damage that was being done to the habitat of the spotted owl.
Fair enough.
Being less than expert on some of the legal niceties and literary constructions that such a letter would entail the US U.S. Fish and Wildlife Service needed to enlist outside help in the editing of the correspondence.

The US U.S. Fish and Wildlife Service outsourced the editing activity to Weyehaeuser Corporation itself.

The Fish & Wildlife Service has defended its actions as being perfectly normal, at least within the dictates of the Bush Administration.
