Yearning to breathe subisidised CO2

The blame for the fact that the US government continues to finance billions of dollars in loans for the construction of old technology coal fired power plants cannot be laid solely at the feet of the Decider(TM) and his minions. The Congress, both Republican and Democrat, needs to shoulder a great deal of the blame and, even more so, take the responsibility for seeing to it that this practice ceases.
