There is an interesting article to be found on the Council of Foreign Relations website discussing the concept of "hot pursuit" in international terms and asking the question as to whether the US could use this to justify an incursion into Syrian territory in order to chase suspected insurgents or terrorists. It does not discuss whether the same rationale could be used by Turkey to invade Iraq not does it bother to question whether the US is likely to suddenly be worried about the niceties of international law.
