He was afraid of a big black man outside that's why Florida Republican state representative Bob Allen hid in a public loo and offered another big black man 20 USD if Mr. Allen could fellate said big black man. Now he is refusing to resign claiming that he was not in the park looking for a bit of action but rather was planning an unspecified event; possibly fellatio; possibly not.
