- Minimum qualifications for the directorship (apparently congress left out "expertise with horse semen", "bootlicking" and "general incompetence").
- The requirement to pass to Congress, without editing, reports by a watchdog agency within the Department of Homeland Security that is responsible for protecting Americans' personal privacy.
At least he's predictable.
