What do they want with my water?

Qatar's Investment Authority, an arm of the Qatari government, is rumoured to be the front runner in the race to acquire Thames Water.

Thames Water supplies water to seven to eight million consumers, including myself, in greater London. It also leaks nearly as much water as it delivers (then hikes the water rates).

Now the Arabs want to buy it. Is this a terrorist plot? Are they going to export the water instead of leaking it? I am suspicious.
