On the White House website one can find the Executive Branch Scorecard (PDF) but I'm not sure I understand it. Take the first line (Agriculture) for example Under "Current Status" for "Financial Performance" there is a RED oval. I assume this to mean that the Department of Agriculture's financial performance sucks. However on the same line under "Progress in Implementing the President's Management Agenda" there is a green oval for "Financial Performance". The only way I can interpret this is that is plan is to fuck up the financial performance for the Department of Agriculture and that he and his minions are doing a fine job.
