Surely this abortion bill doesn't stand any chance of passing, does it?
The restrictions? A woman would need the permission of the "father" to have an abortion. If paternity is not certain the woman would have "to submit a list of possible fathers. The physician would be forced to conduct a paternity test from the provided list and then seek paternal permission to abort". In the case of rape only a police report is required.
Just as God would want it I suppose!
