Is "I'm a Big" Dick Cheney really evil incarnate?

Scott Ritter thinks that Cheney is at least as evil as he seems. However given that Mr. Ritter was unable to complete as simple a task as finding the "slam dunk" WMDs in Iraq should we consider him a reliable source?
