In 2003 a member of the board of Chiquita Corporation admitted to Michael Chertoff, then a Justice Department staffer, that the company was in violation of anti-terror laws because of payments it was making to terrorist groups in Colombia. Chertoff said that he understood that Chiquita's situation was complicated, told the board member that they shouldn't act rashly and promised to get back to him. This was yet one more promise made by the Bush administration that was not kept.
