An injured hawk on the side of I-95 in Northeast Philadelphia created a gaper block on the critical artery during yesterday morning's rush hour. How former World Bank President Paul Wolfowitz came to be on the shoulder of the interstate highway and how he came to be injured is not clear at this time.
